	Amend CSHB 1006 in SECTION 6 by adding the following new 
subsection (e) to Section 26.07, Tax Code, as amended by the bill:
	(e)  An election shall not be required for a taxing unit under 
this section if the state budget for the current biennium grows by 
more than three percent on a yearly basis.
