Amend HB 1096 (committee printing) as follows:                               

(1)  On page 1, line 23, after "dog;", insert "and".
	(2)  On page 1, line 24, strike "; and" and substitute ".".      
	(3)  On page 2, strike lines 1-2.                                              
	(4)  On page 2, line 21, following "owner", insert ", when 
the dog is not on the owner's property,".
	(5)  On page 3, between lines 20 and 21, insert the 
following:               
	(e)  It is a defense to prosecution under this subchapter 
that, at the time of the conduct charged, the person and the dog are 
within the boundaries of a park designated as a dog park by the 
municipality.
	(f)  It is a defense to prosecution under this subchapter 
that, at the time of the conduct charged, the person and the dog are 
participating in a show, test, or trial organized by a recognized 
sanctioning body for dog shows, tests, or trials.
