Amend CSHB 1429 as follows:                                                  
	(1)  On page 1, strike lines 20 and 21 and substitute the 
following:         
	SECTION 2. Section 7.052, Water Code, is amended by amending 
Subsection (b) and adding Subsection (b-1) to read as follows:
	(2)  On page 2, line 2, strike "The" and substitute "Except as 
provided by Subsection (b-1), the".
	(3)  On page 2, between lines 6 and 7, insert the following:                   
	(b-1)  If a penalty imposed under Subsection (b) in not paid 
before the 91st day after the first day on which the violation 
occurred, the person operating the concrete plant or rock crusher 
is liable for a penalty of $10,000 for each additional day on which 
the person operates a concrete plant or a rock crusher without a 
permit.
