Amend CSHB 1516 by striking page 14, line 25, through page 15, 
line 1, and substituting the following:
	(c)  In contracting for commodity items under this section, 
the department shall:
		(1)  make good faith efforts to provide contracting 
opportunities for, and to increase contract awards to, historically 
underutilized businesses; and
		(2)  give precedence to purchasing requirements in 
Chapter 122, Human Resources Code, over any purchasing practices 
described by this subchapter.
