	Amend Floor Amendment No. 12 by R. Cook to CSHB 1777 by adding 
the following appropriately numbered instruction to the amendment 
and renumbering existing instructions in the amendment 
accordingly:
	(___) Add the following appropriately numbered section to the 
bill and renumber existing sections accordingly:
	SECTION ___. The Public Utility Commission shall conduct a 
study of the effects of a utility controlling 20 percent or more of 
the installed generation capacity inside an ERCOT zonal boundary or 
a functional market recognized by that commission on the price of 
electricity to consumers, including consumers in the zonal boundary 
and throughout ERCOT.  The Public Utility Commission shall submit a 
report of the study to the Legislature on or before January 1, 2007.
