	Amend HB 1900 on third reading as follows:                                   
	Amend the second reading amendment by Hochberg as follows:                     
	(1)  In the second sentence of subsection (b-1) as added by 
the amendment, replace "commissioner determines" with 
"commissioner does not determine".
	(2)  Change (f)(1)(A) to read: "(A) an exceedance of the 
national ambient air quality standards;"
	(3)  Change (f)(1)(B) to read: "(B) prevention of significant 
deterioration increments; or".
