Amend CSHB 2233 by adding the following appropriately 
numbered Section to the bill and renumbering subsequent Sections of 
the bill accordingly:
	SECTION ____.  Section 403.016, Government Code, subsection 
(k) is amended to add subsection (k) as follows:
	(k)  Notwithstanding other provisions of the law, the 
comptroller of public accounts is authorized to enter into an 
interagency agreement with the Health and Human Services Commission 
to implement a method of salary payment using electronic paycards 
for employees of health and human services agencies.
		(1)  The comptroller may solicit proposals to implement 
the electronic paycards with a private vendor.
		(2)  If cost effective, the comptroller may replace 
warrants with the electronic paycard.
		(3)  Employees may not be charged for the electronic 
paycard or the receipt of salary payment on the electronic paycard.
		(4)  The comptroller may adopt rules as necessary to 
implement this section.
