Amend CSHB 2702 by adding the following appropriately 
numbered SECTION to the bill and by renumbering the existing 
sections as appropriate:
	SECTION___.  Section 203.031, Transportation Code, is 
amended by adding Subsection (c) to read as follows:
	(c)  Within the existing boundaries of a controlled access 
highway, the commission shall make reasonable accommodations in the 
highway right-of-way for public utilities and common carriers.
