Amend CSHB 2702 by adding the following appropriately 
numbered SECTION to Article 3 of the bill and renumbering 
subsequent SECTIONS as appropriate:
	SECTION __.  Sections 21.069(a) and (e), Transportation 
Code, are amended to read as follows:
	(a)  The department[, in consultation with the State 
Aircraft Pooling Board,] shall establish a state airport in Central 
Texas that is open to the general public.
	(e)  The department may utilize only federal matching funds, 
federal grants, in-kind contributions, private sector funds, 
nonprofit grants, department funds appropriated for aviation 
services, and local government funding for the establishment of 
this facility.
