Amend CSHB 2799 as follows:                                                  
	1.  On page 6, lines 15-16, delete subsection (i) and insert 
the following:  
	(i)  In connection with its traffic incident management 
program, a political subdivision shall not enter into any agreement 
that would:
		(1)  monopolize any part of trade or commerce; or                      
		(2)  have the effect of lessening competition 
substantially in any line of trade or commerce.
