Amend CSHB 3540 in ARTICLE 7 of the bill, in Section 531.080, 
Government Code, as added by SECTION 7.01 of the bill, by adding the 
following new Subsection (e) (page 21, between lines 1 and 2):
	(e)  The executive commissioner shall adopt rules relating to 
reimbursing providers that dispense drugs purchased under this 
section.  The rules must ensure that:
		(1)  beneficiaries of all state-funded and state and 
federally-funded programs under which drugs purchased pursuant to 
this section are prescribed or dispensed have sufficient access to 
pharmaceutical care;
		(2)  participating pharmacies are fairly and adequately 
reimbursed; and
		(3)  all pharmacies that are located in and licensed by 
this state are given the opportunity to participate in prescription 
drug programs that distribute or dispense drugs purchased under 
this section.
