Amend HB 3540 on 3rd Reading, in ARTICLE 11 of the bill, as 
added to bill on 2nd Reading by Amendment No. 3 by Menendez and 
Chisum, by adding the following appropriately numbered section to 
that article and renumbering the subsequent sections of the article 
accordingly:
	SECTION 11.__.  If any provision of this article or its the 
application to any person or circumstance is held invalid, the 
invalidity does not affect other provisions or applications of this 
Act that can be given effect without the invalid provision or 
application, and to this end the provisions of this article are 
severable.
