Amend HR 5 on page 109 by striking lines 19-26 and 
substituting the following:
	"Sec. 20. PLACEMENT [TIME LIMIT FOR VOTE TO PLACE] ON A 
CALENDAR; VOTES TO PLACE ON A CALENDAR. (a) Within seven days after 
a bill or resolution has been referred to the appropriate calendars 
committee, the committee must place the bill or resolution on one of 
the calendars of the daily house calendar or the local, consent, and 
resolutions calendar, as applicable, to permit the bill or 
resolution to be considered by the house on second reading within 
seven days after the date the bill or resolution is placed on a 
calendar if the bill or resolution is joint authored or coauthored 
by at least 76 members of the house.
	(b) Except as provided in Subsection (a), within  [Within] 30 
calendar days after a bill or resolution has been referred to the 
appropriate calenders committee, the committee must vote on whether 
to place the bill or resolution on one of the calendars of the daily 
house calendar or the local, consent, and resolutions calendar, as 
applicable. A vote against placement of the bill or resolution on a 
calendar does not preclude a calendars committee from later voting 
in favor of placement of the bill or resolution on a calendar."
