Amend HR 5 as follows:
(1) On page 51, between lines 14 and 15 (in Rule 4), insert
the following:
Sec. 9. COMMITTEE OBSERVANCE OF RELIGIOUS DAYS. (a) No
committee or subcommittee may meet on a religious holy day or
specified part of a such a day designated by a member under Rule 14,
Section 7, if the member who designated the day or part of a day is a
member of the committee or subcommittee unless:
(1) the house suspends this section to permit the
committee or subcommittee to meet during that period; or
(2) the designating member notifies the committee or
subcommittee chair that the member will be available to attend the
meeting.
(b) No committee or subcommittee may hear or consider a bill
or resolution on a religious holy day or designated part of such a
day designated by a member under Rule 14, Section 7, if the member
is the primary author or sponsor of the bill or resolution unless
the member in writing notifies the chair that the member does not
object to the hearing or consideration of the measure during that
period.
(2) Renumber the other sections of Rule 4 and any
cross-references to those sections accordingly.
(3) On page 171, after line 24 (at the end of Rule 14), insert
the following:
Sec. 7. HOUSE OBSERVANCE OF RELIGIOUS HOLY DAYS. (a) Not
later than the 10th day of a regular session (for an odd-numbered
year) and not later than January 30th (for an even-numbered year), a
member of the house may designate in writing delivered to the
speaker those days or parts of any days in that year during which
the member intends to observe a religious holy day on which the
tenets of the member's religious observance prohibit the member
from participating in secular activities or require participation
in a religious activity that would preclude the attendance of the
member in legislative activities. A member who assumes office after
the deadline set out above may deliver the designation for the
current year within 10 days after the date the member takes the oath
of office. If the date of such a religious holy day was not
determined before the deadline, a member may designate that day or a
part of that day in the same manner not later than the 10th day after
the date of the religious holy day is determined. At any time, a
member in writing may withdraw the member's designation of a day or
part of a day under this subsection.
(b) The speaker shall notify each chair of a committee or
subcommittee of the days or parts of days designated by members
under this section.
(c) The house may not meet on a religious holy day or part of a
religious holy day designated by a member under this section.
