Amend CSSB 1 (House Committee Printing) in Article III of the 
bill, following the appropriations to the Texas Higher Education 
Coordinating Board, by adding the following appropriately numbered 
rider:
	___. _____.  PROGRAM TO ENCOURAGE CERTIFICATION TO TEACH 
BILINGUAL EDUCATION, ENGLISH AS A SECOND LANGUAGE, OR SPANISH. Of 
the funds appropriated above that may be used for this purpose, the 
Higher Education Coordinating Board may use an amount that is not 
less than $150,000 for each year of the state fiscal biennium ending 
August 31, 2007, to develop and operate a program at the University 
of North Texas System Center at Dallas, in consultation with the 
university, to provide financial incentives, such as tuition 
assistance and loan forgiveness, to encourage students who enroll 
in an educator preparation program at the university to become 
certified to teach bilingual education, English as a second 
language, or Spanish.
