Amend CSSB 1 as follows:                                                     
	In Article V, add the following appropriately numbered rider 
under the appropriations to the Alcoholic Beverage Commission (page 
V-9):
	___ Region 3 Residential Task Force. The Texas Alcoholic 
Beverage Commission is authorized to raise the fees for beer and 
wine retailers on-site permits and retailer's on-site permits to 
$1,000 for an original application and $500 for each renewal of such 
application if the establishment or proposed establishment is 
located in a primarily residential area as defined by Section 
244.001 of the Local Government Code. The Commission shall expend 
such funds to create a task force in Region 3. Activities of the 
task force may include increased enforcement of permit violations 
in residential areas, coordination with local law enforcement and 
studying the problems encountered by residential areas with high 
concentrations of beer and wine and beer-only on-site permits.
