Amend CSSB 1 in Article VI of the bill by adding the following 
appropriately numbered rider after the appropriations to the 
General Land Office and Veterans' Land Board:
	____.  Use of Appropriated Funds for Sale or Lease of Water to 
Private Companies Prohibited.  No money appropriated to the General 
Land Office or Veterans' Land Board by this Act may be used to take 
any action in relation to:
		(1)  leasing the right to produce groundwater from 
state land to an individual or private entity; or
		(2)  facilitating a water marketing initiative of an 
individual or a private entity.
