Amend Floor Amendment No. 145 on page 133 of the packet, on 
line 17 after the word "2007."  Add the following: "Prior to the 
release of the Legislative Budget Board review and report, no 
funds, fees, or other revenue sources may be used to:  (a)  impose a 
toll on any portion of a state highway or roadway that did not have a 
toll in effect on or before January 1, 2005; or (b) to implement the 
plan for the Trans-Texas Corridor."
