Amend CSSB 1 as follows:                                                     
	In Article VII, under the appropriations to the Department of 
Transportation (page VII-25) insert the following appropriately 
numbered rider:
	    Water Impact Study.  Any funds utilized for highway 
transportation projects must include as a component of the 
environmental study a water impact study that includes an analysis 
of the altercations of the local drainage patterns and the impact to 
the local water supply.
