Amend CSSB 1 in Article VIII of the bill, following the 
appropriation to the Texas Department of Insurance (page VIII-27), 
by inserting the following appropriately numbered rider:
	      .  It is the intent of the legislature that the Texas 
Department of Insurance, out of the funds appropriated above, make 
expenditures necessary to create or maintain a website and publish 
printed promotional materials that encourage insurance consumers 
to comparison shop by providing those consumers the information 
they need to be informed consumers.
