Amend CSSB 1 as follows:                                                     
	In Article VIII, under the appropriations to the Residential 
Construction Commission (page VIII-65) insert the appropriately 
numbered rider:
	__ Consumer Fees.  It is the intent of the legislature that 
the Commission shall not charge a fee to consumers for the filing of 
a complaint with the Commission.
