Amend CSSB 1 in ARTICLE 10 by inserting the following 
appropriately numbered Rider and renumbering subsequent Riders 
appropriately:
	"       .  LIMITATION ON EXPENDITURE.  Notwithstanding any 
other provision of this Act and the foregoing appropriations, no 
officer, employee or agency of the Legislature may spend an amount 
in excess of 103 percent of $269,355,580 for this biennium.  Any 
unexpended balance shall be transferred to the Higher Education 
Coordinating Board for use in the TEXAS GRANTS program."
