Amend CSSB 1 as follows:                                                     
	In Article II, under the appropriations to the Department of 
Family and Protective Services (page II-36) add the appropriately 
numbered rider:
	___ Baby Moses Investigations. The Department is not to 
expend appropriated funds on investigations to ascertain the 
identity of a parent who voluntarily delivers a child to an 
appropriate emergency infant care provider unless the Department 
has reason to believe that physical or sexual abuse has occurred.
