1) Amend CSSB 1 as follows:                                                  
	In Article II, add the following language to the 
appropriately numbered rider under the appropriations to the 
Department of Health (page II-52):
	10. Medical Treatment. The Texas Department of Health may 
distribute funds for medical, dental, psychological or surgical 
treatment provided to a minor only is consent to treatment is 
obtained pursuant to Chapter 32 of the Texas Family Code, with the 
exception of family planning services for minors who have 
previously been pregnant or have had an infection that may have been 
caused by sexual activity. In the event that compliance with this 
rider would result in the loss of Federal Funds to the state, the 
department may modify or suspend this rider to the extent necessary 
to prevent such loss of funds, provided that prior approval is 
obtained from the governor and the Legislative Budget Board.
