Amend CSSB 1 (House Committee Printing) in Article III of the 
bill, following the appropriations to the Texas Education Agency, 
by adding the following appropriately numbered rider:
	___.  PROGRAM TO ENCOURAGE CERTIFICATION TO TEACH BILINGUAL 
EDUCATION, ENGLISH AS A SECOND LANGUAGE, OR SPANISH. From funds 
appropriated above that may be used for instruction or educator 
training or support in bilingual education, English as a second 
language, or Spanish, the Texas Education Agency, in consultation 
with the affected institutions of higher education, shall develop 
and operate a program to assist students enrolled at institutions 
of higher education in educator preparation programs in bilingual 
education, English as a second language, or Spanish by providing 
financial incentives, such as tuition assistance and loan 
forgiveness, to encourage those students to become certified to 
teach bilingual education, English as a second language, or 
Spanish.
