System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.
Amend SB 11 on third reading as follows:
(1) In the recital to SECTION 1 of the bill, strike "Section
37.108" and substitute "Section 37.108 and 37.1085".
(2) In SECTION 1 of the bill, at the end of added Section
37.108, Education Code, insert the following:
Sec. 37.1085. ADDITIONAL TRAINING. (a) A school district that
employs a school district peace officer under Section 37.081, may
require each officer to attend a security training program for
school resource officers and school district peace officers.
(b) The training program must use a curriculum that
incorporates learning objectives approved by the commissioner and
developed jointly by the Bill Blackwood Law Enforcement Management
Institute of Texas at Sam Houston State University and the Texas
School Safety Center at Texas State University regarding:
(1) multihazard emergency operations plans;
(2) security audits;
(3) safety training programs; and
(4) discipline management practices or behavior
management practices that are consistent with Section 37.0021,
Education Code, and the procedures adopted under that section.
(c) The training program curriculum must provide information
on the areas related to school security described in Subsection (b)
and should distinguish between appropriate safety and discipline
management practices or behavior management practices to be applied
by a school resource officer or school district peace officer who
has been authorized to carry a weapon under Section 37.081,
Education Code, and those practices to be applied by a school
resource officer or school district peace officer who is not
authorized to carry a weapon.
(3) Add the following appropriately numbered SECTION to the
bill and renumber subsequent SECTIONS accordingly:
SECTION . The Bill Blackwood Law Enforcement Management
Institute of Texas and the Texas School Safety Center shall develop
the curriculum for the training program required under Section
37.1085, Education Code, as added by this Act, not later than
January 1, 2006.
