Amend SB 23, as reported by the House Committee, by adding a 
new subsection (c)(4) to the proposed Section 29.161, Education 
Code:
	(c)  The system must:                                                   
		(4)  include a management scorecard system made up 
performance indicators, the perspectives of parents, interested 
stakeholders, and provider employees, and critical success factors 
related to implementing and sustaining effective early childhood 
care and education programs.
