	On page 1, line 28, between "States" and the "." insert ", 
representatives of law enforcement agencies, and representatives 
of the general public".
	On page 1, line 44, between "States" and "and" insert ", 
safety to the traveling public, preservation of the highway system, 
applicable federal laws and regulations,".
	On page 1, line 45, strike "affected by the actions of 
department personnel".
