Amend CSSB 422 (house committee report) in Article 1 of the 
bill by inserting the following new section, appropriately 
numbered, and renumbering the subsequent sections of Article 1 of 
the bill accordingly:
	SECTION 1.__.  Subchapter B, Chapter 7, Education Code, is 
amended by adding Section 7.030 to read as follows:
	Sec. 7.030.  REVIEW OF STATE- AND FEDERALLY-FUNDED GRANT 
PROGRAMS.  (a)  The agency shall conduct a review of state- and 
federally-funded grant programs and incentives designed to improve 
student academic performance and shall actively determine the full 
extent to which funds awarded under those programs may be used to 
enhance or expand the use of technology in public schools.  For 
purposes of removing barriers to and encouraging the use of 
technology in public schools, the commissioner may, as appropriate, 
issue a waiver to one or more schools.
	(b)  Not later than December 1, 2006, the agency shall submit 
a report regarding the findings of the review conducted under this 
section to the legislature.  The report must include a summary of 
promising practices for current grant programs that leverage 
technology.  This section expires January 15, 2007.
