Amend CSSB 848 as follows: (1) On page 3, after line 12, insert the following in Section 245.004: "(12) regulations found by a political subdivision to be necessary to protect clean and safe drinking water or to prevent the degradation of water quality of an aquifer that serves as a source of the political subdivision's drinking water supply."
