Amend CSSB 848 (Senate committee printing) on page 1, between 
lines 46 and 47, by inserting the following new section and 
renumbering all subsequent sections accordingly:
	"SECTION 3.  Section 245.004, Local Government Code, is 
amended by adding the following new subsection, to read as follows:
		(12)  regulations found by a political subdivision to 
be necessary to protect clean and safe drinking water or to prevent 
degradation of water quality of an aquifer that serves as a source 
of drinking water."
