Amend CSSB 848 by the following:                                             
	1)  On page 1, line 10, between the word "agency" and the 
comma, insert the words "that is required prior to filing an 
application for a preliminary plan or final plat";
	2)  On page 1, line 24, strike the words "for any purpose,";            
	3)  On page 2, line 2, strike the word "plan" and insert the 
word "permit";
	4)  On page 2, line 5, strike the words "plan of" and insert 
the words "permit for";
	5)  On page 2, lines 9-14, strike the words "or deposits the 
application or plan with the United States Postal Service by 
certified mail addressed to the regulatory agency.  A certified 
mail receipt obtained by the applicant at the time of deposit is 
prima facie evidence of the date the application or plan was 
deposited with the United States Postal Service";
	6)  On page 2, lines 20-22, strike the words "after the 
applicant's development rights have accrued pursuant to Subsection 
(a-1), Section 245.002, Local Government Code, as added by this 
Act,"
