Amend SB 982 (House Committee Printing) as follows:                          

(1)  Strike the recital to Section 1 of the bill (page 1, 	lines 5 and 6) and substitute the following:

Section 447.004, Government Code, is amended by amending Subsection 
(e) and adding Subsection (f) to read as follows:
	(2)  In Section 1 of the bill, in amended Subsection (e), 
Section 447.004, Government Code (page 1, line 7), strike "or an 
institution of higher education" and substitute "[or an institution 
of higher education]".
	(3)  In Section 1 of the bill, immediately following amended 
Subsection (e), Section 447.004, Government Code (page 2, between 
lines 2 and 3), insert the following:
	(f)  An institution of higher education may not begin 
construction of a new state building or a major renovation project 
before the design architect or engineer for the construction or 
renovation has:
		(1)  certified to the institution of higher education 
that the construction or renovation complies with the standards 
established under this section; and
		(2)  provided to the state energy conservation office a 
copy of that certification.
