Amend CSSB 1863 by adding the following appropriately 
numbered ARTICLE to the bill and renumbering subsequent ARTICLES of 
the bill accordingly:

ARTICLE ____.  COST PARTICIPATION IN TOLL FACILITIES BY THE TEXAS 
DEPARTMENT OF TRANSPORTATION
	SECTION ____.01.  Subsection (h), Section 222.103, 
Transportation Code, is amended to read as follows:
	(h)  Money granted by the department each fiscal year under 
this section may not exceed $1.5 billion [$800 million].  This 
limitation does not apply to money required to be repaid.
