	Amend the Phillips amendment to CSSB 1863 by adding the 
appropriately numbered section and renumbering the subsequent 
sections accordingly:
	SECTION __.  Subsection (b) of Section 504.650, 
Transportation Code, is amended to read as follows:
	(b)  After deduction of the department's administrative 
costs, the remainder of the fee for issuance of the license plates 
shall be deposited to the credit of the [Texas Alliance Education 
Program account in the general revenue fund] oil-field cleanup 
fund.  [Money in the account may be used only by the Texas Education 
Agency to finance the education programs of the Texas Alliance of 
Energy Producers.]
