Amend CSSB 1863 by adding the following appropriately 
numbered ARTICLE to read as follows and renumbering subsequent 
ARTICLES accordingly:

ARTICLE __.  SYSTEM BENEFIT FUND
	SECTION __.01.  (a)  Section 39.903(a), as amended by 
Chapters 211 and 1296, Acts of the 78th Legislature, Regular 
Session, 2003, is reenacted and amended to read as follows:
	(a)  The system benefit fund is a trust fund with the 
comptroller and shall be administered by the commission as a 
trustee on behalf of the entities eligible to receive funding under 
this section [an account in the general revenue fund.  Money in the 
account may be appropriated only for the purposes provided by this 
section or other law.  Interest earned on the system benefit fund 
shall be credited to the fund.  Section 403.095, Government Code, 
does not apply to the system benefit fund].
	SECTION __.02.  This article takes effect September 1, 2007.
