BACKGROUND AND PURPOSE

 

Increases in summer school attendance and enhanced utilization of the universities facilities would contribute to more students graduating within the time allotted for their degree plan.  This will decrease overcrowding within the degree programs and enable the institution to offer the available positions to other qualified students.

 

HB 20, as amended, establishes a pilot program whereby resident undergraduates at Texas A&M University will be eligible to attend summer school at 3/4th of the regular summer tuition rate.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1. Allows eligible students at Texas A&M University, for the 2006 or 2007 summer session or term, to pay tuition at one-half of the regular summer tuition. 

 

This pilot program only applies if the legislature specifically appropriates money to Texas A&M University to cover the cost of this program. 

 

This pilot program ends January 1, 2008. 

 

SECTION 2.  Effective date.

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005. 

 

EXPLANATION OF AMENDMENTS

 

The amendment changes the discounted tuition rate from one-half of the normal tuition to three-fourths of normal tuition.
