BACKGROUND AND PURPOSE

 

Current law allows contact lens dispensing business entities with at least 10 locations to obtain a single permit for the entity and its employees.  Business entities with less than 10 locations are forced to obtain a permit for every single location.  Business entities with 9 or less locations are forced to pay more in permitting fees than those entities that operate 10 or more locations.  This bill would allow all contact lens dispensing business entities to obtain one permit to dispense contact lenses, rather than just those business entities with 10 or more locations.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

The bill allows contact lens dispensing entities that operate more than one location to obtain a single permit for the entity and its employees, that apply for a permit on or after the effective date.  For business who possessed multiple permits prior to the effective date of this bill may only renew one permit.

 

EFFECTIVE DATE

 

September 1, 2005
