AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Individuals who are registering to vote must provide certain personal information, including date of birth, on the registration application. Under current law, voter registrars are specifically prohibited from disclosing social security numbers, Texas driver's license numbers, and Department of Public Safety issued personal identification card numbers that are furnished on registration applications. With the increased problems of identity theft and the widespread availability of personal information on the internet, further protection is needed.
H.B. 345 prohibits certain personal information provided on a voter registration application from being posted on a website.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends the heading to Section 13.004, Election Code, to read as follows:
Sec. 13.004. RECORDING AND DISCLOSURE OF CERTAIN INFORMATION BY REGISTRAR.
SECTION 2. Amends Section 13.004, Election Code, by adding Subsection (d), to prohibit the voter registrar or other county official who has access to the information furnished on a registration application from posting certain information on a website.
SECTION 3. Effective date: upon passage or September 1, 2005.
