BACKGROUND AND PURPOSE

 

Currently, the election date for directors of the Coastal Bend Groundwater Conservation District is the first Saturday in May.  The District would like to move the election date to the first Tuesday after the first Monday in November.  By moving the election date, HB 365 would provide for a higher voter turnout for the election of the district directors and eliminate the inefficiency of holding a separate election day for the district.  The bill also would provide for the current members of the Board of Directors to retain their seats until the next election in order to allow for continuity and no breaks in service.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

HB 365 changes the election date for directors of the Coastal Bend Groundwater Conservation District to the first Tuesday after the first Monday in November.  A director serving as a member of the board on the bill's effective date will continue to serve until the next election for a new director for that position.

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005.
