AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

H.B. 372 requires all passenger cars and light trucks to use towing safety chains when towing a equipment used for agriculture purposes. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 545.410(a), Transportation Code, to provide that this subsection does not apply to the drawing of equipment, rather than a trailer or semitrailer, used for agriculture purposes and for which registration is not required.  

SECTION 2.  Makes application of this Act prospective.

SECTION 3.  Effective date: September 1, 2005.
