AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

For  several years,  community colleges in Texas  have been divided into service areas which include certain counties or portions of counties in a particular region.   The purpose of creating these service areas was to determine which local community college would serve a certain population, and also to prevent community colleges from competing for students.   Although most counties in Texas are already included in a service area, much of Austin County has not been assigned to a particular community college service area.  H.B. 381 states that the Blinn College District will be the designated server for Austin County, excluding the territory of the Wallis-Orchard Independent School District.  

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 130.168, Education Code, as follows:

 

Sec. 130.168.  New heading: BLINN JUNIOR COLLEGE DISTRICT SERVICE AREA.  Provides that the service area of the Blinn College District includes the territory within Austin County, other than the territory within the Wallis-Orchard Independent school District, rather than the Bellville Independent School District located in Austin County. 

 

SECTION 2.  Makes application of this Act prospective to the beginning of the 2005 fall semester. 

 

SECTION 3.  Effective date: upon passage or September 1, 2005.
