BACKGROUND AND PURPOSE
Because of the increase in criminal case filings there has been discussion about adding a third grand jury in Tarrant County. The current statute governing appointment of bailiffs to serve grand juries in Tarrant County would prevent the hiring of the necessary grand jury bailiff to serve a third grand jury, should it ever be created.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
The bill strikes the reference to a total number of grand jury bailiffs that may be appointed to serve grand juries in Tarrant County as well as reference to a "board" of district judges, which does not exist.
EFFECTIVE DATE
Upon passage, or on September 1, 2005 if the necessary vote is not received.
