BACKGROUND AND PURPOSE

 

The original cotton module legislation limited the use of module trucks to the transporting of cotton, cotton processing equipment, seed cotton, and cotton burrs only.  This bill authorizes transportation of certain agricultural products as well as motor vehicles.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

This bill authorizes a new specialty license plate for cotton.  It amends the Transportation Code to allow certain agricultural products or equipment to be transported from the place of production to the place of first processing. 

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

C.S.H.B. 749 adds a section pertaining to specialty license plates.  The introduced version provided for the transporting of agricultural product or processing equipment, C.S.H.B. 749 narrows the scope to the transporting of certain agricultural products or equipment.
