AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Senator John Traeger became a resident of Seguin, Texas, in 1945.  He was elected to the Texas House of Representatives in 1962 and to the Texas Senate in 1972.  He served in the senate for 14 years and accumulated many accomplishments during his time of service, including Chairman of the Intergovernmental Relations Committee and Vice-Chairman of the Administration Committee.  He was also a well-known civic leader, serving as the President of the Seguin Lions Club and the Texas Lutheran College Athletic Association, as well as a member of many other local groups.  A man well-respected by all of his peers, he was named Texan of the Year in 1986 by the Texas Legislative Conference.  Senator Traeger passed away on December 16, 1994, at the age of 73.

 

H.B. 874 names State Highway 123 in Seguin, between Interstate Highway 10 and United States Highway 90A, as the "Senator John Traeger Memorial Highway."  

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.0395, as follows:

 

Sec. 225.0395.  SENATOR JOHN TRAEGER MEMORIAL HIGHWAY.  (a)  Designates State Highway 123 between Interstate Highway 10 and United States Highway 90A as the Senator John Traeger Memorial Highway.

 

(b)  Requires the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating the highway number, the designation as the Senator John Traeger Memorial Highway, and any other appropriate information.

 

(c)  Requires TxDOT, except as provided by Subsection (d), to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

(d)  Provides that TxDOT is not required to design, construct, or erect a marker required by this section unless a grant or donation of private funds is made to TxDOT to cover the cost of the design, construction, and erection of the marker.

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
