BACKGROUND AND PURPOSE

 

Currently, the City of Rockport maintains the water system for Aransas County.  Recently, the Aransas County Conservation and Reclamation District and locally elected officials agreed that the district no longer serves a purpose. The district was established by legislation in the 58th Regular Session; H.B. 881 dissolves the district and transfers any remaining assets to the City of Rockport.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

H.B. 881 dissolves the Aransas County Conservation and Reclamation District and requires the district board to transfer any remaining assets to the City of Rockport.

 

EFFECTIVE DATE

 

H.B. 881 takes effect immediately if it receives a 2/3rds vote in both chambers, otherwise it takes effect Sept. 1, 2005.
