AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Currently, under the Texas Education Code, junior college students are not allowed to pay tuition by an installment plan for summer school sessions of less than 12 weeks. This creates an undue hardship on low-income students because in many instances, these students do not have access to other forms of financial assistance.
As engrossed, H.B. 993 grants governing boards of public junior colleges and public technical institutes the ability to provide tuition installment payment plans for summer school sessions of less than 12 weeks.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 54.007, Education Code, by amending Subsections (b) and (c), and adding Subsection (f), as follows:
(b) Adds Subdivision (3) to authorize the governing board of each institution of higher education to permit the payment of tuition and fees during a summer term for a student enrolled for a summer term less than 12 weeks in a public junior college, public technical institute, or public state college, as follows: one-half payment of tuition and fees in advance in of the beginning of the summer term and the remaining amount in one or two later payments to be made in the percentages and by the dates determined by the governing board of the college or institute, provided that the final payment is made before the beginning of the last week of the summer term. Makes conforming and nonsubstantive changes.

(f) Defines "public junior college," "public technical institute," and "public state college."
SECTION 2. Effective date: upon passage or the 91st day after adjournment.
