AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Under current law, a school district is authorized to issue a high school diploma to a person who was scheduled to graduate from high school between 1940 and 1951, who left school to serve in World War II, and who was honorably discharged from the armed forces.  H.B. 1058 authorizes a school district to issue a high school diploma to a person who was scheduled to graduate from high school after 1940 and before 1975 and left high school before graduation to serve in World War II, the Korean War, or the Vietnam War.  This legislation honors veterans of the Korean and Vietnam wars who gave up their educational goals in order to serve their country. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 28.0251(a), Education Code, to authorize a school district to issue a high school diploma to a person who was scheduled to graduate from high school after 1940 and before 1975, rather than 1951, and left high school before graduation to serve in World War II, the Korean War, or the Vietnam War.  

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
