BACKGROUND AND PURPOSE

 

Approximately 60% of U.S. children under the age of 6 attend child or day care programs. These are settings where children come into close contact with one another facilitating the exchange of both viral and bacterial infection as they share toys, play on equipment, etc. According to the Centers for Disease Control, children in childcare settings are three times more likely to contract pneumococcal disease, including pneumococcal meningitis.

 

Currently, pneumococcal disease and hepatitis A are the only vaccines recommended by the American Academy of Pediatrics Advisory Committee on Immunization Practices that are not included in this statute.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

C.S.H.B. 1316 adds a vaccination for invasive pneumococcal disease and hepatitis A to the list of required vaccines for children in regulated child-care facilities. 

 

EFFECTIVE DATE

 

September  1, 2005.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

C.S.H.B. 1316 adds "invasive" to pneumococcal disease as well as hepatitis A to the required immunizations recommended by the Department of State Health Services for regulated child-care facilities.
