BACKGROUND AND PURPOSE

 

The legislation authorizing the Justice Court Technology Fund is due to expire in 2005. The purpose of this bill is to repeal this expiration and to expand the use of the fund to include continuing education and training.  

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

The bill repeals the expiration of the Justice Court Technology fund and makes collection of the $4 fee mandatory rather than permissive.  It also expands the permitted uses of the fund to include continuing education and training. No mention of maintenance of purchased equipment is made in the permitted uses, which are exclusive.

 

EFFECTIVE DATE

 

September 1, 2005

The original bill contained no provisions regarding education and training and provided only for the repeal of the expiration date of the fund.
